Ontario County Mourns the Loss of Jeff Harloff, Former Emergency Management Coordinator and Dedicated Public Servant
It is with heavy hearts and deep sorrow that we share the news of the passing of Jeff Harloff, former Emergency Management Coordinator for Ontario County. Jeff was more than a dedicated public servant—he was a protector, a leader, a mentor, and above all, a deeply compassionate human being whose legacy is imprinted on the hearts of everyone privileged to know him. His life was marked by an unwavering commitment to community safety, crisis readiness, and the well-being of the people around him.
For decades, Jeff Harloff served the citizens of Ontario County with tireless devotion and unmatched expertise. In his role as Emergency Management Coordinator, he became a trusted voice of reason and calm in times of uncertainty. Whether it was responding to natural disasters, coordinating first responders, conducting preparedness drills, or advocating for stronger emergency infrastructure, Jeff was always several steps ahead—thinking of others, planning for every contingency, and ensuring the public had the information and resources they needed to stay safe.
But Jeff’s dedication wasn’t limited to emergencies. He had an innate ability to build community in moments of calm as well. He worked closely with local government, law enforcement, fire departments, EMS teams, school districts, and public health officials to foster collaboration and trust across sectors. He made people feel heard, empowered, and prepared. He believed that true emergency management wasn’t just about response—it was about resilience, education, and people helping people.
His colleagues remember him as a leader who led with both strength and humility. His quiet confidence was a stabilizing force, especially during the most trying times. He had an incredible gift for balancing command with compassion. Whether briefing county leaders during a crisis or talking one-on-one with a family impacted by disaster, Jeff always led with empathy and clarity. His calm demeanor and unwavering professionalism earned him the respect of everyone around him.
Beyond the uniform, Jeff was a loving husband, father, friend, and neighbor. He had a warm smile, a quick wit, and a kind heart. He was someone who remembered birthdays, who showed up for community events, and who could find common ground with anyone. He loved his family with quiet pride, and it was clear to all who knew him that his greatest role was being there for them.
His passing leaves a tremendous void—not only within Ontario County’s public safety network but in the lives of all who had the honor of working beside him and learning from him. Jeff wasn’t just part of emergency response teams; he helped build and shape them. His vision, leadership, and heart will continue to guide the county’s emergency services for years to come.
As we mourn this heartbreaking loss, we also celebrate a life of service, sacrifice, and selflessness. A life that made all of us safer. A life that inspired countless others to serve. A life that mattered.
Funeral and memorial service arrangements will be announced in the coming days. In lieu of flowers, the Harloff family has asked that donations be made to local emergency services organizations in Jeff’s honor—carrying forward his mission to support and strengthen those who protect and serve.
Rest in peace, Jeff Harloff. Your dedication saved lives. Your kindness changed lives. And your memory will live on in the heart of every siren, every safety plan, every moment of calm that follows a storm.
You were the shield we didn’t always see—but always counted on. Thank you for everything.
