Born circa 1960/61, Paul Westbrook devoted over three decades to pastoral ministry. In 1991, alongside his wife Melody, he co-founded Metro Community Church in Edwardsville, Illinois. Over the years, the church flourished under his leadership, becoming one of the most vibrant and mission-focused congregations in the region. Paul was known as a visionary planter, a mentor to countless pastors, and a catalyst for ministry growth.

In May 2022, after 31 years of church leadership, he joined IBSA as Church Planting Director. In this role, he championed initiatives to multiply faithful churches across Illinois. His commitment to church health, growth, and mission was tireless, and he played a pivotal role in the Association’s work.

Recognizing his leadership, IBSA promoted him on March 31, 2023, to Associate Executive Director—marking him as only the second person to hold that position since its establishment. In this capacity, he led the Association’s Health, Growth, and Mission teams, coached pastors individually and in groups, and helped shape strategy and direction across nearly 900 cooperating churches. His promotion officially took effect on July 1, 2023.
